When the rack-and-pinion is in a power-steering system, the rack includes a slightly different design.
Area of the rack contains a cylinder with a piston in the middle. The piston is connected to the rack. There are two fluid ports, one on either side of the piston. Supplying higher-pressure fluid to 1 part of the piston forces the piston to go, which in turn moves the rack, offering the power assist.

Gear racks are utilized to convert rotating motion into linear motion. There are applications where in fact the gear rack is stationary, as the pinion traverses and others where the pinion rotates on a fixed axis while the gear rack moves. The previous is used broadly in conveying systems as the latter can be utilized in extrusion systems and lifting/lowering applications.
